With Internet Explorer open, click your cursor arrow on "View" in the menu bar. Then click on "Toolbars" from the resulting drop-down menu. If "Links" is checked in the drop-down menu and already open, just click somewhere on your current web page to deactivate the drop-down menus. Otherwise, if "Links" is unchecked, click on it.
